The city of Hokuto, Yamanashi Prefecture, Japan, led by Mayor Eiji Kamimura, visited Vietnam from October 8 to 12, 2023. During the visit, the city visited government agencies, local governments, and other organizations. On October 9, in the capital of Hanoi, and October 11, in the economic center of Ho Chi Minh City, the city held promotional events to promote tourism to Japan from Vietnam and export Kitami products.
In addition, on October 9, the city signed a memorandum of understanding on human resources cooperation with GAET, a state-owned company under the Vietnamese Ministry of Defense. The city also visited the province of Ha Nam, located south of Hanoi, and agreed to continue negotiations on future tourism exchange opportunities.
■Japan-Vietnam Diplomatic Relations Establishment 50th Anniversary Yamanashi Tourism and Product Promotion
In 2023, which marks the 50th anniversary of the establishment of diplomatic relations between Japan and Vietnam, Hokuto City, Yamanashi Prefecture, Japan, seized the opportunity to improve the visibility of its tourism and products. In cooperation with the Kofu Chamber of Commerce and Industry, JETRO Yamanashi, the Yamanashi Prefecture Sake Brewery Association, and the Yamanashi Prefecture Wine Brewery Cooperative, the city held a promotion event in Hanoi and Ho Chi Minh City, inviting government officials, media, travel agencies, buyers, and hoteliers.
On October 9, 2023, eight companies and one municipality, including Hokuto City, accommodation providers, sake, wine, Japanese construction companies that have expanded to Vietnam, and restaurants, gathered at the Japan Embassy in Vietnam Public Relations and Cultural Center. With the help of Miss International Vietnam 2023, who was employed by JETRO, they introduced the appeal of tourism and products to over 80 invited guests.
On October 11, 2023, eleven companies and one municipality, including the aforementioned companies, as well as confectionery manufacturers and food companies, exhibited at the Consulate General of Japan in Ho Chi Minh City. With the help of the Consul General of Japan in Ho Chi Minh City, the Mayor of Hokuto, and Miss International Vietnam 2015, they promoted the appeal of Yamanashi Prefecture products and tourism to over 120 invited guests.
The city plans to continue collaborating with travel agencies and importers that have been established through this promotion, and to continue disseminating information. The city also plans to continue branding and marketing Hokuto City in Vietnam to promote further exports.
■ GAET (Defence Economic Technical Industry Corporation) and Memorandum of Understanding on Human Resources Cooperation
On October 10, 2023, Hokuto City, Yamanashi Prefecture, Japan, signed a memorandum of understanding on human resources cooperation with GAET (Defence Economic Technical Industry Corporation). GAET is a state-owned company in Vietnam that was established in 1962. It has 15 subsidiaries, including a subsidiary that provides education and training to those who have completed military service (conscription) and a subsidiary that dispatches human resources overseas.
Hokuto City is facing a serious shortage of human resources in the fields of tourism, manufacturing, construction, and nursing care. By signing a memorandum of understanding with GAET, which has a long history of sending Vietnamese trainees to Japan, Hokuto City aims to address these challenges by acting as a bridge between GAET and businesses in the city.
■ Discussion on Tourism Exchange with Ha Nam Province
On October 10, 2023, with the mediation of the Embassy of Vietnam in Japan, Hokuto City, Yamanashi Prefecture, Japan, held a discussion with the Chairman of the People’s Committee of Ha Nam Province and officials from related departments in Ha Nam Province, which is located about an hour south of Hanoi by expressway and is rapidly developing with the presence of Japanese companies such as Honda. The two sides agreed to continue discussions on exchanges in areas such as tourism.
The delegation also visited Tam Chuc Resort in Kim Bang District, an administrative division with a population of 130,000 adjacent to the provincial capital of Phu Ly City. The resort is known for its giant temples and bizarre rocks around the lake, which is called the “land of Ha Long Bay,” and is visited by many tourists. It is currently seeking to be registered as a World Heritage Site. In May, the resort collaborated with the Japanese Embassy to hold a “Noh and Hayashi Evening” as part of the 50th anniversary of the establishment of diplomatic relations between Japan and Vietnam. It is also known as a region that is committed to exchanges with Japan. Hokuto City is also looking forward to future tourism exchanges with Ha Nam Province.
■Introducing the Charm of Hokuto City to Government Agencies and Others
From October 9 to 11, 2023, the mayor of Hokuto City visited Hanoi, Vietnam, to visit the Ministry of Foreign Affairs and the Ministry of Culture, Sports, and Tourism of the Vietnamese government, as well as the Foreign Affairs Department of Ho Chi Minh City. He also visited Takashimaya and Aeon Mall in Ho Chi Minh City to introduce the charms of Hokuto City’s tourism resources and products.
